On the morning of April 24, 2026, at Noi Bai International Airport, the Civil Aviation Authority of Vietnam (CAAV) chaired a conference to review the implementation of Phase 1 of the Airport Collaborative Decision Making (A-CDM) model. The conference assessed the impressive achievements recorded at the country’s two largest aviation gateways—Noi Bai and Tan Son Nhat—while outlining a strategic roadmap for the next phase.
The event saw broad participation from leading industry stakeholders, including the Airports Corporation of Vietnam (ACV), Vietnam Airlines (VNA), and the Vietnam Air Traffic Management Corporation (VATM); representatives of domestic and international airlines; ground handling companies; and functional departments under the CAAV.

Practical effectiveness of an advanced management model
Reports presented at the conference confirmed that the Phase 1 A-CDM model has delivered tangible results and is fully aligned with international aviation standards and trends. Its implementation at the two key airports has significantly optimized infrastructure utilization and operational resources, reduced aircraft taxi times, contributed to fuel savings, and lowered CO₂ emissions.
The effectiveness of A-CDM was clearly demonstrated through specific metrics:
• At Tan Son Nhat, average taxi time was reduced by approximately 0.48 to 0.65 minutes per flight, resulting in fuel cost savings of over USD 3.7 million.
• At Noi Bai, on-time performance (OTP) improved to 71.47% compared to pre-implementation levels, while average taxi-out time decreased by nearly 1.5 minutes per flight.
These outcomes not only affirm the concerted efforts of ACV and the broader aviation ecosystem but also underscore the industry’s commitment to advancing toward a “Green Aviation” future.
Candid assessment of existing limitations
Alongside these achievements, the system has revealed several objective limitations that require prompt resolution. Data standardization among stakeholders remains incomplete, and certain operational processes still involve manual steps, resulting in inefficiencies and delays.
Notably, the effectiveness of A-CDM is highly dependent on strict compliance across all participants in the operational chain. In practice, adherence to Calculated Take-Off Time (CTOT) among some airlines has been inconsistent, thereby affecting overall operational planning.

In his concluding remarks, Director General Uong Viet Dung, Head of the A-CDM Steering Committee, emphasized that the continued implementation of A-CDM is no longer optional but an inevitable requirement for the aviation sector. He commended ACV for its proactive, systematic, and well-structured approach, and acknowledged the strong sense of responsibility demonstrated by VATM, airlines, and ground service providers in contributing to enhanced operational efficiency and flight management.
Looking ahead to Phase 2, he stressed the necessity of comprehensively addressing the shortcomings identified in Phase 1, eliminating errors and system gaps from the design stage. Relevant entities were instructed to promptly review and consolidate the Steering Committee and specialized working groups to ensure accurate and timely advisory support.
The development of a comprehensive architectural framework and a robust legal corridor, aligned with international best practices, was identified as a key priority to ensure seamless system operations.
The Director General also called for the establishment of specific KPIs for each airport to scientifically measure performance. Airports under ACV, including Noi Bai and Tan Son Nhat, are required to maintain continuous, uninterrupted system operations. In particular, personnel training must be conducted regularly and rigorously, ensuring that every stakeholder in the operational chain fully understands procedures and minimizes subjective errors.
In closing, the Director General reaffirmed CAAV’s strong commitment to working closely with all stakeholders to further refine and successfully expand A-CDM in subsequent phases, contributing meaningfully to the modernization and comprehensive digital transformation of Vietnam’s aviation sector.
