The Ministry of Construction issued Decision No. 26/QĐ-BXD on January 9, 2026, officially designating ACV as the project owner for Phase 2 of the Long Thanh International Airport Project.

Pursuant to this Decision, ACV shall serve as the investor for Phase 2 of the Project, exclusive of technical infrastructure works dedicated to flight operations assurance, for which the Vietnam Air Traffic Management Corporation (VATM) shall serve as the investor. The Ministry of Construction has tasked ACV with organizing the formulation of the Feasibility Study Report for Phase 2; this may include studying the phasing of investments for specific components to satisfy operational requirements.

The Ministry of Construction mandates that ACV arrange sufficient capital to execute the investment in the Phase 2 components, ensuring adherence to quality standards, required schedules, and investment efficiency, while simultaneously preserving and developing State capital within the enterprise. Additionally, the Airports Corporation of Vietnam is to coordinate closely with the Vietnam Air Traffic Management Corporation throughout the investment preparation process for the Phase 2 works.
