On the afternoon of October 8, 2026, at the headquarters of the Immigration Department (A08) under the Ministry of Public Security, Airports Corporation of Vietnam (ACV) and A08 held a working conference to discuss the implementation of the initiative entitled “Enhancing Airport Capabilities to Ensure Security, Intelligence and Passenger-Friendliness.” The conference focused on reviewing coordination efforts in aviation security, accelerating digital transformation, and preparing the necessary conditions for the commencement of Phase 1 operations at Long Thanh International Airport.
The A08 delegation was led by Major General Cao Minh Huyen, Director General of the Immigration Department, accompanied by Major General Nguyen Ba Tuan, Senior Colonel Vu Van Quan and Senior Colonel Pham Hoang Diep, Deputy Directors General, as well as leaders of relevant divisions and the National Aviation Security Center.
Representing ACV were Mr. Nguyen Cao Cuong, Chairman of the Board of Directors; Mr. Nguyen Duc Hung, Acting General Director; Deputy General Directors; leaders of functional departments; and directors of ACV’s 21 branch airports.

Mr. Nguyen Cao Cuong, Chairman of ACV’s Board of Directors, and Major General Cao Minh Huyen, Director General of the Immigration Department, co-chaired the conference.
At the conference, the two parties reviewed progress in implementing tasks under Decision No. 1066/QD-TTg and discussed coordination arrangements following the transfer of aviation security responsibilities effective July 1, 2026. ACV has proactively worked with A08 and relevant authorities to maintain safe, secure and uninterrupted airport operations while strengthening coordination among the forces responsible for aviation security management, supervision and enforcement.
A key topic of discussion was the need to strengthen inter-agency cooperation and accelerate the application of technology, digital transformation, and data connectivity and sharing in airport operations. These efforts aim to streamline passenger processing and enhance the overall passenger experience while maintaining stringent security and safety requirements. This direction also aligns with ACV’s broader strategy to develop a modern, intelligent airport ecosystem.

With regard to Long Thanh International Airport, ACV and A08 are actively coordinating preparations to ensure the necessary conditions are in place for Phase 1 operations. Key priorities include finalizing aviation security and safety plans, immigration control arrangements, and operational procedures for relevant systems, while strengthening information exchange and coordination among the authorities and operational units involved.
Preparatory work is being reviewed to ensure that infrastructure, equipment, technological systems and operational procedures are fully integrated and aligned with the practical requirements of a major international airport. In particular, the coordinated implementation of electronic identification and authentication solutions, together with biometric recognition technologies, has been identified as a key priority. These solutions are expected to enhance the effectiveness and accuracy of security and passenger processing, strengthen operational safety, and progressively increase the level of automation when Long Thanh International Airport officially enters service.
Building on the results achieved to date, both sides agreed to further enhance information exchange, coordinate the deployment of science- and technology-based solutions, expand data connectivity and sharing, and refine coordination procedures among the relevant forces. These efforts will provide an important foundation for strengthening management and operational capabilities, ensuring aviation security, and progressively establishing a smarter, more secure and passenger-friendly airport environment that meets the evolving development requirements of Vietnam’s aviation sector.

ACV and A08 discuss and agree on priorities for future coordination.
The conference reaffirmed the proactive approach, shared responsibility and close cooperation between ACV and A08 in carrying out their respective mandates. Through strengthened coordination, both parties aim to ensure safe, secure and seamless operations across ACV’s airport network while advancing digital transformation and supporting the development of Vietnam’s aviation sector.
