On October 12, 2026, in Hanoi, Airports Corporation of Vietnam (ACV) held a high-level working session entitled “Implementation of the Credit Facility Agreement for Component 3 of the Phase 1 Construction Investment Project of Long Thanh International Airport.” The session brought together representatives of the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank), and Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV). Discussions focused on the project’s implementation progress, disbursement plans, and outstanding credit conditions, with the aim of securing the financial resources required for the final stage of construction and supporting the target of commencing commercial operations at Long Thanh International Airport in December 2026.
The ACV delegation was led by Mr. Nguyen Cao Cuong, Chairman of the Board of Directors, and Mr. Nguyen Duc Hung, Acting General Director, together with members of the Board of Directors, the Board of Management, and representatives of relevant departments. The participating banks were represented by Mr. Nguyen Thanh Tung, Chairman of the Board of Directors of Vietcombank; Mr. Nguyen Tran Manh Trung, Chief Executive Officer of VietinBank; Mr. Le Ngoc Lam, Chairman of the Board of Directors of BIDV; and Mr. Hoang Viet Hung, Chief Executive Officer of BIDV, alongside senior representatives of their respective professional units.

Overview of the working session
Long Thanh International Airport is a nationally significant infrastructure project, approved in principle by the National Assembly under Resolution No. 94/2015/QH13 dated June 25, 2015. The airport is planned to achieve ICAO Code 4F standards, with a designed capacity of 100 million passengers and five million tons of cargo annually. Phase 1 was approved by the Prime Minister under Decision No. 1777/QD-TTg dated November 11, 2020, with a total investment of VND 114,450 billion and an annual capacity of 25 million passengers and 1.2 million tons of cargo.
Within the overall project, ACV has been assigned as the investor for Component 3, covering essential airport infrastructure works to be undertaken by the airport operator, with a total investment of VND 99,019 billion. This component encompasses critical infrastructure, including airfield facilities, aircraft aprons, the fuel supply system, the passenger terminal, Cargo Terminal No. 1, the car park, and supporting facilities. These facilities are fundamental to establishing the airport’s integrated operational capacity.

ACV is implementing a coordinated range of activities to prepare Long Thanh International Airport for operations.
According to the latest progress update, the cumulative value of work completed under Component 3 reached VND 73,870 billion out of a total contract value of VND 86,348 billion, equivalent to 85.5%. Across the 16 construction packages, the cumulative value of completed work reached VND 64,454 billion, representing approximately 83.1% of their combined contract value.
Total disbursements amounted to approximately VND 47,055 billion, equivalent to 54.5% of the total contract value. Disbursements for the 16 construction packages reached approximately VND 43,064 billion, representing 51.9% of their contract value.
With substantial construction progress achieved and the planned commencement of commercial operations drawing closer, securing sufficient funding has become increasingly critical to sustaining construction activities, settling payments for completed work, and delivering the remaining project items. Completing the outstanding credit conditions and accelerating disbursements are therefore essential to maintaining construction continuity and meeting the project’s schedule and quality requirements. These efforts will also enable ACV to proactively mobilize the necessary resources and fully discharge its responsibilities as the project investor during this decisive phase.

ACV Chairman of the Board of Directors Nguyen Cao Cuong reaffirmed the investor’s commitment to bringing Long Thanh International Airport into commercial operation as scheduled.
Building on the syndicated credit facility agreement signed on June 1, 2024, ACV and the three lending banks including Vietcombank as the lead arranger, together with VietinBank and BIDV, convened the high-level working session to review project progress, examine the remaining credit conditions, and discuss disbursement plans. The parties focused on reaching agreement on the arrangements for implementing the credit facility to meet the project’s funding requirements during the final stage of construction.
Closer coordination between ACV and the lending banks plays a vital role in ensuring the timely availability of financial resources, particularly as the remaining workload requires close alignment between construction progress and disbursement schedules. The discussions also provide a basis for addressing outstanding issues promptly and facilitating the implementation of the remaining project components in accordance with the established plan.

Representatives of the lending banks discussed credit conditions and disbursement plans for Long Thanh International Airport.
As the project enters its final and decisive stage, ACV remains steadfast in its responsibilities as the investor, pursuing decisive project management and ensuring the resources needed to complete Component 3 in line with the required schedule, quality standards, and efficiency objectives.
This commitment extends beyond ACV’s obligations to the banks supporting the project. It reflects the Corporation’s responsibility to deliver a nationally significant infrastructure project that embodies Vietnam’s ambition to modernize its aviation infrastructure and establish a new gateway for connectivity, economic growth, and the continued development of the country’s aviation sector.
